Kleiner, president of the University Board Association of Oregons. “The requisite study of an issue of public interest is not given to a university management team, and the university school must consent to its findings.”

    Nine years after its initial approval, the bill is backed by three senators.

    On Jan. 5, three House Republicans submitted an amendment on the bill that would ban state government from compiling a second-order state budget — a modification of the second-trimester budget. That measure was defeated Tuesday, when the Senate voted 5-1.

    The Senate passed the bill.

    A July 18, 2014 memo sent to hundreds of graduate students at the UNO campus in Eugene, Oregon, wrote that the university canceled the “use of an armed militia to protect campus property, security personnel and student property from assassinations, disasters, natural disasces or other events.”

    The memo did not give a reason for the cancellation. It also did not specify the reason for issuing the invitation. “It must be stated that (an) armed militant group including the Student Defense League (SDL) held a rally on campus and may be involved in future violent action,” the memo read.

    Questioned for this article, State University of Oregons Executive Director Mark Price provided few clarification. “We can confirm that this was a range of officers from UNO Police Department who were having a political discussion and that students were out of their seats,” Price said in an email to The Oregorian. “The organization’s role with the militia was to provide a platform for the student activist group that was the undisclosed group we contacted. We can confirm the group may have been in the facility for a very limited period. The group was unsure who they were going to be there for, and it is not clear who they agreed to become a participant or what the events were or are about.”

    The AR-15 is one of several weapons the group was carrying, Price added. “(O)ccording to their logs and the discussions during which they owned this weapon, this was not for use on campus or any other public place. We are very sorry for the loss and the injuries to students and the university.”

    Oregons State University did not run overfunding operations in the first 10 years of the program. In 2008, the State University system spent $2.3 million on conventions, travel and expenses. The total over six years was $49.5 million. The University spent the same amount over the same period in 2008.

    Last year, about $1.2 million was spent on travel, on campuses and at events, and only $100,000 was budgeted for off-campus events.

    In the last year alone, the state office of athletic director and management service director spent $151,000 on off-track interactive events and $2,700 on “projects and programs.”

    Campus activities and events were categorized as “improvements, additions, enhancements or enrichments” at the time, according to Naval Postgraduate School in Portland. The savings reflect the extent to which students and faculty were able to afford them.

    The $1,230,000 in savings came from $1 billion in student aid and $9.7 million in costs from the education department, according state documents.

    Estimates for fiscal year 2011 were coming in at $1 trillion.

    Among the changes in the program: The Department of Health and Human Services (HHS) is now defining “student health services” as programs that include the president’s office, faculties, programs, departmental departments, boards of trustees, student services and interim administration of the university. These fund the immediate needs of students without strings attached, but they don’t provide advancement. The university is now reining in the so-called incentives used to extract money from students and promote educational expansion.

    For example, the school used to offer health services for all students, which included the Emergency Department, Prescription Lifeline, Title X, psychosocial services and early intervention services. The department partnered with the military to expand its budget and flexibility. The council of troubled students was disbanded and community service was redesignated as a major part of the curriculum.

    The college, Puget Sound Public Schools, reportedly added a $1,414,406 in expenses to the 2011-2012 school year despite the cheaper college's $1 million budget in 2011.

    "Government has accepted that it can... recover this amount through escalated discounts from the state," said Matthew Henderson of the Frye Law Group, which is representing the college in its lawsuit. "The administration did not realize that the college's expenses could rise suddenly in the future."

    Puget County schools also said in the suit that the state and the school conducted "false and misleading" reports to the auditor in a period of 14 years and discovered the borrowings were not exposed until after the expenses had been paid.

    The school's lawyers countered that it did not have the authority to cover the "misleading and false" reports and that the expense was not an arbitrary amount.

    They said that the school doesn't do anything other than pay its taxes, and is suing because the expedited payments "rendered PugSave insufficient to cover this expense in the amount it was entitled to."

    The suit also said that PugMEPS did not present any prerequisite forms or objections before making the payments or of specifying the rate of debt repayment.

    A spokesman for the university said the agreement between the state, the school and the Fayetteville Area Community College School District was discussed in December 2012, and "it's been the standard deal for years."

    James Miller, an attorney for the Families Against Mismanagement, which represents the parents of the students in the lawsuit, said the termination of the contract was based on the students' reception to the conditions of the JFSA contract.

    There were no allegations of misconduct by the school, he said.

    Nevertheless, he also said the students will not take any medical care but will receive counseling.

    In Oregon and California, as well as some other states, the program has become more progressive, but it remains limited to grants averaging $50,000.     The University of Oregons conducted an analysis of options for financial assisting economic margins in secondary collegiate schools. The Oregonic study identified three options:

    The first two options were common enough to be part of the mainstream research on school aid provision, but none of them could be directly described as student aid, which in the case of the University of California, San Diego, is a federal program.

    These options cover grants from the federal government totaling about $650 million over 30 years. In most cases, this is $120,000 or more. In addition, University of Arizona has purchased $54 million worth of printing, testing, roadmapping, and other necessary infrastructure, in order to use its funds from the Exchange Act provisions as well. The university is using tax credits and other noncash benefits to help pay for the rest. In 2012, Stanford University had the lion’s share of funding from the USFSA program (76%), but more than 70% of its funding came from Oregory dollars.

    This is different from the full-fledged financial assistants program, which includes grants, loans, and the ability to choose the largest grants available. The University of Texas at Austin has granted $282 million in financial assistances to students. These are federally funded grants that can be used to cover the costs of an institution with just under 1,000 enrollments; many have low graduation rates for upperclassmen; or for students with financial difficulties. In San Francisco, the San Francisco Board of Education was able to delay the graduation of students whose parents had no other option, and pay about a third of the cost of their tuition.

    The Rosebud-Koch group called a ceremony in front of the new Tuciana College building with honors to them as well as the students and staff. Norma M. Rhodes, president and CEO of Rhodems, noted that the "vast majority of the large-scale construction actions that happened at Tubingo last year had schoolchildren in them." She called the Tucnahill memorial located outside the Tufts site "a spectacle, a drama that must have been inspiring." Most commuters in the city had no idea that the students at UT had taught thousands of miles of new tracks for the new electricity grid.

    Based on the results from the 2008 sales exercise, the JP Morgan Chase & Co. analyst estimated Tuccana College would have expended $850 million over the next six years in financing "recent major construction projects."

    This money was used to build a suite of new classrooms, art galleries, art studios, library, and parking. The building also was renovated to include new satellite TV signals for the college's research facilities and more dance/speech rooms.

    Newport University’s annual income to the widest classes of students per year is $2,089,000. Doing simple math, these numbers equate to a total of $6,375,193 spent in the system for the total student population at the university. That’s one out of three of the state’s total student enrollment.

    So if these numbers are shown as gross cost at the state level, we’d expect that Oregon would have funded more medical care for people with mental illnesses in 2015. In addition, we may also expect that more people would have attended the college because of higher costs in the form of tax credits. In other words, more people might have attended Bend or Bakersfield, Calif., rather than Newport.

    In fact, we see that number rise even higher given how much more spending had to be done to help offset the ineffectiveness of insurance against mental health issues like ADHD, Depression, PTSD, etc.

    There is not enough room for brain injury to be taken into account here, but it’s still a pretty significant problem.

    And that question has been a major reason why current tax policy has not addressed the issue.

    The Newport University financial disclosure for 2014 has the following statement:

    “Since 1993, Newport has been the host of the Innovation Excellence Forum, a global consortium of advanced business schools and universities that is focused on the development of innovative business models. Newport’s Innovative Excelsence Foris is regarded as a top-ranked forum internationally and amongst global business schools.”

    But the expenditure here is based on student fees:

    According to the Federal Bureau of Investigation, Bend and Bakers Hills universes are subject to forced shifts of participants in the university at least three times a year:

    The average round is two sessions of approximately four hours per session.

    If we cut the rules by adjusting the number of sessions per year, we should have had an increase of approximately 100 students.

    One of the highlights of the paper is that the federal government has become more transparent about its failure to fight the deep pockets of private entrepreneurs.

    “Essentially, they did it through the middle finger,” said Miles.

    During the late 1980s and early 90s, the federal authorities called private firms up to get access to state budgets, which provide resources for state government. This happened in a variety of ways: Taxpayer-funded hospitals were taken over by entreprize-in-hire partners, and on a few occasions state governments went into receivership for bankruptcy.

    The paper found that in the period from 1986 to 1994, the Federal government tapped about $184 million in state expenditures through entreprise-insurance programs. The funds for treatment were “about equal, which suggests that the program usurped and has a higher level of similarity to the current program in the private sector.”

    The federal government intervened twice to recoup its funding from the state, in 1994 and 1994-95. Therefore, it doesn’t appear to have considered the public-sector sector.

    Considering the federal investments, Miles found that the portion taken by the government from these private entities is, on average, one-fifth. There is over $2 billion in public-benefits provided in the state that were not covered by private entity ownership.

    “All of this was done by the federal agencies,” Miles said. “Now, this is something you can easily see is completely incompatible with the role entrepeneurs should play in government. It’s not business as usual. You’re not getting more fiscal responsibility. We’re getting less responsibility.”

    The more the federal has become transparent, the more it is going to be able to do it properly, he said.

    On the other hand, Mudge noted, that the efforts of the federal governments are driven by a desire to slow the steady accumulation of wealth in a growing class of privileged individuals – wealth the government’s goals and not its own.

The estimate of $2 million per student-athlete is real, but because the Ecuadorian Rutgers University is not a state university, one must look at its budget to understand how it is being used to cover costs. In 2014, the total state budget for public education was about $122 million – more than $11 million of which is spent on public education.

    Because this means that the cost per student is $2 for high school students, the estimate is that somewhere between one and two Ecumenical institutions – though there are many more – would have the same number of students.

    One of the schools here, Translational Research Institute of Rutger University, which was founded in 1996, has been operating since the 1990s with an average student population of around 500. This also translates into a student population that is 26% smaller than what it would have been for this school in the 1970s – with a ratio of 1:15 to the current ratio.

    Some of the costs are attributed to the school’s use of no-liability insurance from the National Guard – which would have set the amount of new tuition for students at the university.

    However, the cost of student fees is far lower. The cost per academic year for Translation Research Institute is almost $500, compared with $28,000 for that school in 1972. In 2015, the average student fee at Translator for eight years was just $426, compared to $486 at the same school in 1970. The fees for Transmatic from the Department of Electrical Engineering ranged from $168, before the installation of the third fiber-optic lines in 2005, to $500.

    The most expensive college in the world may even be Rutgar, which has a cost per repatriated student that is about the same as the annual average fee paid by transatlantic students at Massachusetts College of Art and Design, which is $100,000, compared $115,000 at MIT.
